€1,000 Skills Wallet for every Maltese citizen aged 18+, renewed every three years

PN proposes that every Maltese citizen aged 18 or over receives a €1,000 Skills Wallet, redeemable for workforce training, retraining or career advancement. The wallet renews every three years. Measure 5 of PN's personal tax reform package announced on 7 May 2026. Every Maltese citizen aged 18+ would receive a Skills Wallet of €1,000, renewed on a three-year cycle.
